Provision of Engineering, Planning & Architectural Consultancy services for the Site Planning of:     (1) The new MAF office headquarters in the Salelologa Township center in Savaii, (2) the new MCS office in the Fisheries department compound in Apia & (3) the new training office for the Fisheries division at Toloa

The Government of Samoa (“GoS”) received financial assistance from the World Bank and the International Fund for Agricultural Development (“IFAD”) towards the cost of the Samoa Agriculture and Fisheries Productivity and Marketing (SAFPROM) project.  The Ministry of Agriculture and Fisheries (“MAF”) is the Implementing Agency for the SAFPROM Project and intends to use part of the financial assistance for eligible payments for the following consulting  services   

The Consultant is expected to provide engineering, planning, and architectural services for site planning designs of: (1) a new MAF office headquarters for Savaii, (2) a new MCS office for the Fisheries Department in Apia; and (3) a new training office for Fisheries at Toloa. The detailed scope of services is outlined in the Terms of Reference (TOR).

The Ministry of Agriculture and Fisheries (MAF) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers [insert date of applicable Regulations edition as per financing agreement] (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations, and based on the following criteria:  

  1. 10 years of experience in the field of architecture, structural, engineering and assessments and other related engineering and design facilities (mandatory minimum)
  2. At least 3 projects of similar scope and nature (desirable)
  3. Has completed at least 1 Consultancy assignment funded by the multilateral agencies; e.g World Bank, Asian Development Bank or similar funding agencies (desirable)
  4. Has completed at least 1 consultancy assignment in small islands states in the Pacific region (desirable)
  5. Has experience preparing EIA (mandatory minimum)
  6. Has valid Business License (mandatory minimum)
