The Government of Samoa (“GoS”) has -received financing from the World Bank towards the cost of the Samoa Agriculture and Fisheries Productivity and Marketing Project (SAFPROM), and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) include supporting the Ministry of Agriculture in:

  • Develop and manage the implementation of an MIS that supports the requirements of the SAFPROM project, as early as possible.
  • Develop and obtain agreement on an updated implementation plan for the overall MIS requirements of MAF, prioritised according to operational needs.

The detailed Terms of Reference (“TOR”) can be obtained at the address given below.

The MAF now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.  Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.  To apply, please provide a cover letter and attach curriculum vitae with a full description of experience in similar assignments, similar conditions, relevant to the assignment described in the TOR. Individual Consultants employed by Firms’ may express interest through the Firm for the assignment and, under such situation, only the experience and qualifications of the Consultant shall be considered in the selection process. The criteria for selecting the Consultant are:

  • Demonstrable experience of developing and delivering systems of similar scope and complexity, independently, using the tools and platforms proposed, within the last five years.

Software Development experience of at least eight (8) years in the implementation of Information Systems of significant complexity, including issues of change management and interactions between various internal and external entities, with at least four (4)

  • years of this experience in a senior development role such as Senior Developer or Technical Lead, supported by relevant tertiary qualifications.  
  • Demonstrated experience in development and deployment of hosted information systems, including relational database development, data integration development, data and application security management and web interface programming.
  • Ability to work well within a multi-disciplinary environment including non-ICT personnel, and to interact effectively with multiple external contractors and stakeholders.
  • Experience of the Agile methodology within at least one systems development and implementation project of similar scope and complexity.
  • Current skills in the technologies proposed, including: MS-Access, SQL, applied to at least one open source relational database management system, ideally including MySQL ; C/C++ or Java programming languages; Skills in web technologies including Linux/Apache/PHP and/or the Microsoft suite of technologies with some familiarity of the corresponding open source platforms.

The attention of interested Consultants (including Individual Consultants nominated by Firms) is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.


Expressions of interest must be delivered in a written form to the address below (in person or by email) by 5.00 pm (Apia local time) on 22nd April, 2022. Email submissions should not exceed 4Mb and a read receipt should be requested.
