REQUEST FOR EXPRESSIONS OF INTEREST :PACIFIC ISLANDS RURAL AND AGRICULTURE STIMULUS FACILITY (PIRAS)
Assignment Title: PIRAS Project Officer
The Government of Samoa (“GoS”) has received financing from the IFAD International Fund for Agricultural Development (IFAD) towards the cost of the Pacific Islands Rural and Agriculture Stimulus Facility (PIRAS), and intends to apply part of the proceeds for the following consulting services.
The goal of the PIRAS Facility is to minimize the impacts of COVID-19 on livelihoods and food security of rural households. Stimulating the agriculture sector of the implementing countries will support economic recovery from the COVID-19 pandemic and improve incomes and food & nutrition security for rural communities.
The objective of the PIRAS Project Officer is to provide support to the PIRAS Coordinator to ensure effective implementation of the PIRAS project. Specifically, the PIRAS Project Officer will lead in the procurement and provide support to the management and monitoring of PIRAS.

The MAF now invites eligible individuals to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selecting the Consultant are:
Qualification Requirement
- Minimum qualification – Undergraduate Degree in a relevant discipline (eg. Agribusiness, Agriculture, Agriculture Economics, Business Administration, Commerce, Management & Public Administration) or a related discipline.
- Demonstrated work proficiency is valued but recent graduates will not be penalized and are also encouraged to apply.
Specific Areas of Expertise/Experience
- Previous work experience in finance and a good understanding of the Government of Samoa’s finance and procurement system, is important, but not essential
- Motivation to achieve results and is result focused is highly desirable.
- Hard worker and can demonstrate the ability to think innovatively to achieve results for the project.
- Sets goals and is persistent to achieve these goals.
The contract period will be two (2) years full time and the successful candidate is expected to start immediately.
